The Bill (Reg. No5267) suggests the defining of legal, organizational and finance basis of the functioning and development of the state system of assessment of research and educational research personnel of the highest qualification and also basic principles of the activity, status, functions and authorities of the Higher Assessment Commission of Ukraine.
In the course of the sitting it was declared that the assessment of research and educational research personnel of the highest qualification is not still legislatively regulated.
According to Volodymyr Polokhalo, "the Bill is resonant and needs a discussion, there are a lot of remarks and approaches to his problem solution, though the decisions of the academy on science and other institutions that submitted propositions to the Bill proves the necessity of legislative regulation in this sphere."
